Talbot County is more than just a beautiful place to live — it’s a community with deep maritime roots, thriving farms, and vibrant small towns, all woven together through a unique and carefully balanced system of local government. 

In partnership with the Talbot Free Library, Easton, this class offers an engaging look at how Talbot County is organized and how it operates — from the County Council and departments that keep things running smoothly, to the boards, commissions, and committees where citizens can lend their voices and expertise.

We’ll explore the history that shaped Talbot’s government, the challenges of managing a county that treasures both its waterways and rural landscapes, and the many ways residents can get involved to make a difference.

Pete Lesher

Pete Lesher is a member of Talbot County Council, elected in 2018 and 2022. During the day, he also serves as chief curator at Chesapeake Bay Maritime Museum, where he has served on staff since 1991; he leads museum collections and exhibitions. He graduated from Lafayette College, where he had coursework in urban planning, and holds an MA in history from Columbia University. In addition, he serves as a scout leader and is a sailor.

Lynn Mielke

Lynn Mielke is a member of the Talbot County Council, elected in 2022. She is a retired attorney after having practiced law on the Mid Shore for over 40 years and was a certified divorce mediator. She is a graduate of Washington College with a B.A. in American Studies and a graduate of University of Baltimore School of Law. She has served on the Boards of numerous county organizations since she moved to Talbot County in 1979 and has been a guest speaker for Chesapeake Forum.
